New Mexico’s Participation in the
Mexican Punitive Expedition:
Prelude to World War I

The New Mexico National Guard was ordered into Federal service on the Mexican border by President of the United States, Woodrow Wilson, from 9 May 1916 to 5 April 1917 for service as part of the Punitive Expedition commanded by Major-General John J. Pershing, following an attack at Columbus, New Mexico 9 March 1916 by Francisco “Pancho” Villa and approximately five hundred of his revolutionists. More than one hundred Mexicans and seventeen Americans died at the outset, although exact figures have been debated. On 5 April 1917, the New Mexico National Guard was mustered out of Federal service with the various units returning to their home stations, demobilized, and practically disbanded. According to a report by James Baca, Adjutant General for the State of New Mexico, from which these abstracts were partially taken, for the time period 1 December 1916 to 30 November 1918, New Mexico’s National Guard had failed almost completely to comply with Section 69 of the National Defense Act of 3 June 1916, which stated in part:

“. . . the period of enlistment in the National Guard shall be for six years, the first three years of which shall be in an active organization and the remaining three years in the National Guard Reserve . . . and the qualifications for enlistment shall be the same as those prescribed for admission to the Regular Army. . .”

Researchers recognize the importance that military records can play in compiling a family history. The Mexican Punitive Expedition is a relatively unknown event in United States military history outside of the American Southwest and is often referred to as one of America’s “little wars.” However, because of the time period in which it occurred, locating an ancestor as a participant in that event may prove to be genealogically important in several ways:

• The Mexican Punitive Expedition served as a training ground and prelude to World War I, coming just prior to our participation in that war. Many men who participated in the Mexican Punitive Expedition went almost immediately to serve in World War I. Major Jeffrey D. Jore wrote in 1988 that “without this experience, the United States would not have been able to enter the war in Europe either as early or as well prepared as it did.” Author Clarence Clendenen observed that “. . . these same National Guard organizations, with many (probably most) of the same men, within the next two years. . .” were on the European front, including large numbers of college students.

• President Wilson ordered National Guard troops of all states into national service, with Nevada being the only state having no National Guard at the time. By the end of July 1916, approximately 112,000 men had arrived at four major assembly points: San Antonio, Brownsville, and El Paso in Texas, and Douglas, Arizona.

• Knowing that an ancestor served during this time period or was of an age to serve can lead additional record sources, particularly the World War I Selective Service System draft registration cards for 1917-1918, a valuable resource for determining personal and vital record information, as well as placing an individual in a specific location.

The following final muster-out rolls are for the New Mexico National Guard from Federal service on the Mexican border by call of President Wilson effective 9 May 1916. Members of the National Guard reporting for duty at the mobilization camp at Columbus, New Mexico 12 May 1916 included 779 enlisted men and officers, with 8 officers and 19 men left at their home stations for recruiting duty. The total strength of the New Mexico National Guard on the date of muster-out of Federal service on the Mexican border was 52 officers and 732 enlisted men.

On 21 April 1917, the New Mexico National Guard was again called into Federal service, at which time the total strength of its units, consisting of one Regiment of Infantry, one Battery of Field Artillery, and one Sanitary Detachment, was 49 officers and 39 enlisted men. In the sixteen days of elapsed time from the date of muster-out, all officers and men who failed to comply with provisions of the 3 June 1916 National Defense Act were discharged from service, accounting for the small total strength on 21 April 1917.

On 7 May 1917, a recruiting office was established at Albuquerque for New Mexico troops, supervised by Lt. W.A. Reed, U.S. Army. Etienne P. de Bujac, Major, New Mexico National Guard, was Senior Recruiting Officer. Although recruiting progressed slowly, on 11 June 1917, troops mobilized at Albuquerque with approximately 1,400 officers and men. On 14 October 1917, New Mexico troops at Albuquerque entrained to join their divisions, as follows:

• The 1st New Mexico Infantry and Sanitary Detachment became part of the 40th Division at Camp Kearny, California. While there, the 1st New Mexico Infantry was disbanded and formed into the 115th Headquarters and Military Police, the 143rd machine Gun Battalion, and the 144th Machine Gun Battalion, part of the 40th Division (National Guard), commanded by Major-General Frederick S. Strong, U.S. Army.

• Battery “A”, Field Artillery entrained 24 September 1917 for Camp Greene, North Carolina as part of the 26th Division, assigned to the 146th Field Artillery.
